This creates awkward situations where push notifications are sent, but the Mastodon client API won't show the notification. We should therefore either not create notifications from muted users in the first place, or check for the mute state in the masto push handler.

The best solution would be to add a new column to the muting table, tracking whether notifications should be suppressed, and inhibit notifications if and only if that flag is set.
